The UN
Security Council began receiving reports of violence in Darfur 20 years ago
when former Sudanese President Bashir chose to combat the rebellion through
collective punishment for the communities.
Mark
Simonoff, the US legal adviser to the United Nations, said that those involved
in the atrocities were never punished for their role. Some of these same people
are punishing some of the communities that survived the genocide 20 years ago.
"We
see rapid support forces using the same methods of violence that we condemned
in the early 2000s, including ethnically targeted killings of civilians,
widespread sexual violence and the destruction of villages," he says.

A
form of violence in the past has been bombings by the Sudanese armed forces in
Khartoum, Darfur, and several other areas that further put civilians at risk.
Mr.
Simonoff said the reports were "scary." The Rapid Support Force and
affiliated Arab militias are targeting non-Arab groups. Especially Misalt
tribes are their target.
Rapid
Support Forces and their coalition forces are moving into communities and
targeting men and boys. They are running blindly from their houses, shooting at
people and looting everything valuable and burning the rest.

Simonov said that systematic sexual violence against women and girls throughout
Sudan is a shame for common humanity.
"Reports indicate that women and girls are being attacked in their homes throughout Darfur, in Khartoum and in several other cities and villages," she said. Or they are abducted from the streets and subjected to rape and gang rape.
Eyewitnesses
have seen women and girls being handcuffed in the back of trucks being driven to
Darfur. Mr. Simonov said that in order to meet
the demands of justice in Sudan, the United States has nominated former
Minister of State for Interior Ahmed Haroon, who worked under Bashir, under its
War Crimes Rewards Program.
He
said that through the program, the United States could offer a reward of up to
$5 million for information leading to Haroun's arrest, extradition or
conviction for war crimes or crimes against humanity. Can be presented in court.
Sudanese
authorities should allow ICC teams unhindered access to key witnesses and
respond to requests regarding the whereabouts of Bashir, Haroon and Abdul Rahim
Hussein.
Achieving peace and justice in Sudan will require the sincere efforts of the
entire international community.
"We
must act urgently to end impunity because it fuels further violence, address
the humanitarian crisis and support the Sudanese people's aspirations for a
peaceful future," Simonov said.
