 یہ بات مکمل طور پر ثابت ہو گئی ہے کہ 9 مئی کی بغاوت کی باقاعدہ طور منصوبہ بندی کی گئی تھی اور ایک مربوط پلان تیار کیا گیا تھا اور اس کا اصل ہدف آرمی چیف کی ملک میں عدم موجودگی کے موقع پر بغاوت کی فضا قائم کرتے ہوئے جنرل عاصم منیر کو آرمی چیف کے عہدے سے ہٹا کر اپنے من پسند شخص کو اس عہدے پر فائز کرنا تھا۔

 اس سازش کے مرکزی کرداروں میں عمران خان، اور اس کے سہولت کاروں جن میں باجوہ کی باقیات ملٹری اسٹیبلشمنٹ کے اراکین، کرپٹ سول بیوروکریسی، عدلیہ کے ججز، بیرونی پاکستان اور اسلام دشمن عناصر اور دیگر مافیاز شامل تھے۔

آج ہم یقین سے کہہ سکتے ہیں کہ 9 مئی کی ناکام بغاوت جو کہ پی ٹی آئی کی قیادت نے شروع کی تھی اس کی پشت پر وہ پاکستان دشمن عناصر تھے جو روز اول سے ہی پاکستان کے وجود سے خوفزدہ ہیں اور ان کو اس کی بنیادوں میں شامل دین اسلام کے ایجنڈے کی تکمیل کا احساس ہے۔

ان عناصر نے ہمیشہ سے پاکستان کو بحران میں مبتلا کرنے کے لیے مختلف وسائل اور حربے استعمال کیے مگر اللہ نے اپنی رحمت سے ان تمام اندرونی و بیرونی سازشوں کو ناکام بنا دیا۔

اس سازش میں ملوث پاکستان کے استحصالی طبقات میں سرفرست تھے جن کا بنیادی مقصد پاکستان میں جاری استحصالی نظام کو برقرار رکھنا ہے تاکہ ان کے مفادات کو کوئی خطرہ درپیش نہ ہو۔ اسلئے ان استحصالی قوتوں نے ہمیشہ ملک میں جمہوریت اور اداروں کو مضبوط نہیں ہونے دیا اور مختلف سازشوں کے ذریعے سیاسی و جمہوری قوتوں کو کمزور کرنے کے ایجنڈے پر کام کیا۔ ظاہر ہے اس طرح سے کوئی جمہوری حکومتوں کو عوامی فلاح و بہبود کے لئے کام کرنے کا موقع نہیں ملا اور ان تمام نیم جمہوری ادوار میں ان کا زیادہ وقت و توانائیاں ان استحصالی قوتوں کی سازشوں کو ناکام بنانے میں صرف ہوا۔

اس کے باوجود ان نیم جمہوری ادوار کچھ نہ کچھ حد تک عوامی مسائل کے حل کے لیے کوششیں کی گئیں جن میں 73 کے آئین کی تشکیل سے لیکر آج تک اس کو اس کی وفاقی روح کے مطابق برقرار رکھنے اور عوام کے مفادات میں قانون سازی شامل ہیں۔

ان تمام نیم جمہوری ادوار میں عوامی فلاح کے منصوبوں پر عملدرآمد شروع کئے گئے اور عوام کو ریلیف پہنچانے کا اہتمام کیا گیا۔ مگر استحصالی طبقات کی مداخلت سے ان اصلاحات سے عوام کو خاطرخواہ فائدہ حاصل نہ ہو سکا۔

ان پس منظر میں ملکی مسائل میں اضافہ ہوتا چلا گیا اور ملک کے معاشی حالات خراب ہوتے گئے۔

اس معاشی بحران کو عروج عمران خان کی کٹھ پتلی حکومت میں ملا اور پاکستان کو ڈیفالٹ کرنے کی سازش کی گئی۔

اس موقع پر اللہ کی رحمت سے ملٹری اسٹیبلشمنٹ نے تاریخ میں پہلی مرتبہ ہوش کے ناخن لئے اور حالات کی نزاکت کو سمجھتے ہوئے اپنے آپ کو سیاست سے دستبردار کرنے کا فیصلہ کیا۔ اگرچہ اس فیصلے میں اس کے اندر ایک طبقہ نے اتفاق نہیں کیا۔

اس کے بعد جو کچھ ہوا وہ سب کو معلوم ہے ان استحصالی طبقات نے بیرونی طاقتوں اور وسائل سے دوبارہ ملٹری اسٹیبلشمنٹ کو سیاست میں ملوث کرنے کی مذموم کوشش جاری رکھیں تاکہ ان کے مفادات کا تحفظ کیا جا سکے۔

اگرچہ 9 مئی کو بغاوت کو اللہ کی رحمت سے پاکستان کی مسلح افواج اور حکومت نے ملکر ناکام بنا دیا۔

اس کے بعد ان باغیوں کے خلاف قانونی کارروائیوں کا آغاز ہوا جس کی راہ میں مختلف طریقوں سے رکاوٹیں کھڑی کئی گئی جس کی وجہ سے آج تک ان باغیوں کو کسی قسم کی سزائیں نہیں دی جا سکیں بلکہ ہمارے عدلیہ جو انصاف کی فراہمی میں دنیا میں سب سے نچلے درجے پر ہے اس نے ان کو نہ صرف تحفظ فراہم کیا بلکہ ان کو وہ تمام سہولیات فراہم کی گئی جن کا تصور کسی بھی مہذب معاشرے میں نہیں کیا جا سکتا۔ اس طرح سے اب مجرموں، باغیوں اور روپوش عناصر خو انتخابات میں حصہ لینے تک کی اجازت تک دی گئی۔

اس کا ایک واضح ثبوت عدلیہ کی جانب سے اہم مراحل پر آئین کو مسترد کرتے ہوئے خود سے آئین کو تحریر کرنے کا غیر آئینی عمل کیا تھا :

" پنجاب میں تحریر عدم اعتماد کے موقع پر منحرف اراکین اسمبلی کے ووٹوں کو گنتی میں شامل نہ کرنا اور ساتھ ہی ان کی اسمبلی کی رکنیت منسوخ کرنے کا فیصلہ"

" عمران خان اور دیگر ملزمان کی سیکنڈوں میں درجنوں کی تعداد میں ضمانت کی منظوری بلکہ ان کو مستقبل میں سرزد ہونے والے جرائم میں بھی ضمانت کی منظوری۔"

ایسی نظیر دنیا کی عدلیہ کی تاریخ میں کئی نہیں ملے گئی گویا کہ اس طرز عمل نے لوگوں کو قانون شکنی کرنے کی حوصلہ افزائی فراہم کی۔

ان حالات و واقعات سے ان باغیوں کی حوصلہ افزائی ہوئی اور وہ مزید طاقتور ہو کر اپنے سازشی ایجنڈے کو آگے بڑھانے لگے۔ اس کا بھرپور فائدہ پاکستان دشمن بیرونی عناصر کو حاصل ہوا اور انہوں نے ایک مرتبہ پھر سے ایک سازش پر عملدرآمد کرنا شروع کر دیا ہے۔

اس وقت جبکہ پاکستان کی سیاسی قیادت نے ملٹری اسٹیبلشمنٹ کے ساتھ ملکر پاکستان کو معاشی بحران سے نکالنے میں کامیاب حاصل کرتا شروع کر دی ہے اور اس کے فوائد عوام کو ریلیف فراہم کرنے کا باعث بن رہے ہیں اشیاء خورد و نوش کی قیمتوں میں نمایاں کمی واقع ہو رہی ہے دنیا بھر سے پاکستان کے تعلقات دوبارہ سے بہتر ہو گئے ہیں اور پاکستان میں غیر ملکی سرمایہ کاری کے معاملات طے پا رہے ہیں جس کے نتیجے میں ملک کی ترقی کی رفتار دوبارہ سے بحالی کی جانب گامزن ہے اور آئندہ دنوں میں عوام کو بہتر روزگار کے مواقع فراہم کرنے کا عمل تیز رفتاری سے جاری ہے۔

مگر پاکستان دشمن عناصر کو یہ صورتحال قابل قبول نہیں ہے اسلئے اب ایک بار پھر ملک میں بحران اور انتشار پیدا کرنے کی کوشش کی جارہی ہیں جس میں ان مافیاز نے بھاری سرمایہ کاری کر رکھی ہے۔

اس تناظر میں گزشتہ روز کی فارمیشن کمانڈرز اور آج کی کور کمانڈرز کی میٹنگز انتہائی اہمیت کی حامل ہیں۔ ان میٹنگز میں ان تمام پاکستان دشمن عناصر کے خلاف فیصلہ کن کارروائی کرنے کا اعلان کیا گیا ہے اور آئندہ دنوں میں اس کے نتائج و اثرات سامنے آنا شروع ہو جائیں گے۔

 اس موقع پر اس پاکستان دشمن ایجنڈے کو ناکام بنانے مندرجہ ذیل تجاویز پیش کرتا ہوں:

ملک میں ایمرجنسی کے نفاذ کا اعلان۔ جس سے عدلیہ کے اختیارات کو کچھ عرصہ کے لیے محدود کر دیا جائے۔

تمام بیرونی سوشل میڈیا پر مکمل طور پر پابندی۔

پاکستانی میڈیا اور سوشل میڈیا پر ریاست دشمن مواد پر فوری کاروائی اور سزائیں دینے کا عمل۔

9 مئی کی بغاوت میں ملوث عناصر کی مقدمات کی فوری سماعت اور ایک ماہ میں ان کے فیصلوں کا اعلان۔

یہ بات یقینی ہے کہ ایک مرتبہ ان ریاست دشمن عناصر کو قرار واقعی سزائیں دی جائیں گی تو مستقبل میں کوئی بھی اس ریاست دشمن ایجنڈے کا حصہ بننے سے گریز کرے گا۔

امید ہے کہ ریاستی ادارے ان تجاویز پر سنجیدگی سے غور اور عملدرآمد کرتے ہوئے پاکستان کے مستقبل کو محفوظ بنانے میں اپنا متحرک اور فعال کردار ادا کریں گے۔

Today we can say with certainty that the failed coup of May 9, which was launched by the PTI leadership, was behind the anti-Pakistan elements who have been afraid of the existence of Pakistan since the first day and they are trying to destroy its foundations. There is a sense of fulfillment of the agenda of the religion included in Islam.

These elements have always used different means and tactics to bring Pakistan into crisis, but Allah, by His mercy, foiled all these internal and external conspiracies.

Those involved in this conspiracy were the leaders of the exploitative classes of Pakistan whose main objective is to maintain the ongoing exploitation system in Pakistan so that their interests do not face any threat. Therefore, these exploitative forces always did not allow democracy and institutions to strengthen in the country and worked on the agenda of weakening the political and democratic forces through various conspiracies. Obviously, in this way no democratic governments got a chance to work for the welfare of the people and in all these semi-democratic periods most of their time and energies were spent in thwarting the conspiracies of these exploitative forces.

Nevertheless, in these semi-democratic periods, efforts were made to solve public problems to some extent, including from the formation of the 1973 Constitution to the present day, to maintain it in accordance with its federal spirit and legislate in the interests of the people. are

In all these semi-democratic periods, public welfare projects were implemented and relief was arranged for the people. But due to the intervention of the exploiting classes, the people could not benefit significantly from these reforms.

In this background, the country's problems continued to increase and the economic conditions of the country worsened.

This economic crisis culminated in the puppet government of Imran Khan and there was a conspiracy to default Pakistan.

On this occasion, by the grace of Allah, the military establishment came to its senses for the first time in history and decided to withdraw itself from politics, realizing the delicacy of the situation. Although a section within it disagreed with this decision.

What happened thereafter is known to all as these exploitative classes continued their nefarious attempt to re-engage the military establishment in politics with external powers and resources to protect their interests.

Although the coup on 9th May was thwarted by the mercy of Allah by the armed forces and the government of Pakistan.

After that, the legal proceedings against these rebels started, in the way of which obstacles were placed in different ways, due to which no punishment could be given to these rebels, but our judiciary, which is the best in the world in providing justice. Being at the lowest level, he not only provided them with protection but provided them with all the facilities that cannot be imagined in any civilized society. In this way, criminals, rebels and hidden elements were even allowed to participate in the elections.

A clear proof of this was the unconstitutional act of writing the constitution by itself, rejecting the constitution at important stages by the judiciary:

"Decision not to include the votes of the defiant members of the assembly on the occasion of no-confidence motion in Punjab and also to cancel their membership of the assembly"

"Bail approval of Imran Khan and other accused in dozens of seconds, but also approval of bail in future crimes."

Such a precedent has not been found in the history of the judiciary of the world as if this behavior has given people an incentive to break the law.

These circumstances and events encouraged these rebels and they became more powerful and started advancing their conspiratorial agenda. External elements hostile to Pakistan took full advantage of this and they have once again started executing a conspiracy.

At this time, while the political leadership of Pakistan, along with the military establishment, has started to succeed in getting Pakistan out of the economic crisis and its benefits are leading to providing relief to the people, a significant reduction in the prices of food items. What is happening is that Pakistan's relations with the world have improved again and foreign investment matters are being settled in Pakistan, as a result of which the country's development is on the way to recovery and in the coming days, the people The process of providing better employment opportunities to

But this situation is not acceptable to elements hostile to Pakistan, so now they are once again trying to create crisis and chaos in the country, in which these mafias have invested heavily.

In this context, yesterday's formation commanders and today's corps commanders meetings are of utmost importance. In these meetings, it has been announced to take decisive action against all these anti-Pakistan elements and its results and effects will begin to emerge in the coming days.

 On this occasion, I offer the following suggestions to thwart this anti-Pakistan agenda:

Declaration of emergency in the country. By which the powers of the judiciary should be limited for some time.

Total ban on all external social media.

Immediate action and punishment for anti-state content on Pakistani media and social media.

Urgent hearing of the cases of the elements involved in the May 9 coup and announcement of their decisions within a month.

It is certain that once these anti-state elements are given real punishments, then anyone will avoid being a part of this anti-state agenda in the future.

It is hoped that the state institutions will seriously consider and implement these suggestions and play a dynamic and active role in securing the future of Pakistan.

The entire nation expresses full confidence and solidarity with the state institutions on this occasion.
