Charter Parliament: Major Developments | Preparing a mini budget Initiated: IA Hashmi

One of the main reasons why the constitutional and democratic traditions in the country have not been stabilized so far is that the proceedings of our parliamentary institutions are conducted on the basis of the arbitrariness of the majority instead of principles. Instead of providing equal opportunities for free debate in legislative matters and for both supporters and opponents to present their point of view, the anti-democratic attitude of suppressing the dissenting opinion on the bill of majority power has been prevalent in most of the periods of our national history. While the opposition also generally adopts an attitude based on aggressive protests, noise and attempts to obstruct the government's actions instead of constructive criticism and useful consultation. However, a few hours after the arrests of Tehreek-e-Insaf lawmakers from the premises of the Parliament House yesterday, a very welcome development has come out regarding the conduct of the proceedings of the Parliament according to democratic principles.

Commenting on the issuance of production orders for arrested members, the Speaker said that PTI had not issued production orders for detained members during its tenure, but I will do what is right because two wrongs make a right. They cannot be. He advised the opposition members to criticize the government but not to get personal. He said, "In order to run the House smoothly, we should proceed with consultation. Shall we sit together and sign the Charter of Parliament?" They cannot.

The parties may sit together or not, but the members should be together. A resolution was presented and the House unanimously approved it. Immediately after that, Speaker Sardar Ayaz Sadiq formed an 18-member special committee in the context of the motion approved in the meeting under the rules and regulations of the National Assembly and its formal notification was also issued, in which it is said that the committee is parliamentary. Create an agreed upon plan of action to resolve business issues. According to the declaration, the committee's terms of reference include discussion, analysis, recommendations and smooth functioning of parliament on issues related to parliament, members of parliament, constitution, rules and regulations and business procedures in the National Assembly 2007.

The committee includes the government and the opposition. The number of members of the assembly has been kept equal. In the 18-member special parliamentary committee, Ishaq Dar, Khawaja Asif, Khurshid Shah, Khalid Maqbool Siddiqui, Aminul Haq, Chaudhry Salik, Abdul Aleem Khan, besides Ijazul Haq, Khalid Magsi, Sahibzada Hamid Raza, barrister. Gohar, Shahida Begum, Akhtar Mengal, Hameed Hussain, Mahmood Khan Achakzai are also included. According to the notification, the Parliamentary Affairs Minister will also be a member of the committee. The establishment of this committee is certainly a key and very promising development regarding the formation of a chartered parliament and thus the promotion and development of a polite parliamentary culture in the country.

However, to make it fruitful and productive, not only the committee but all the members of the elected houses as a whole have to adopt a democratic attitude, the basic requirement of which is to respect the opposing point of view, listen to it patiently and avoid personal attacks. The argument is to politely present the basis of arguments. In the parliamentary committee also the members have to adopt the same attitude only then the positive results of the development will come out, otherwise, the same will happen with the chartered parliament, as it is often not implemented despite the existence of the constitution and law.

Preparing a Mini-Budget Initiated

Headed by Federal Finance Minister Muhammad Aurangzeb, his team prepared the budget for the current financial year keeping Prime Minister Shehbaz Sharif's agenda of economic reforms in front and introduced a business-friendly scheme to bring 32 lakh retailers into the tax net. However, in these months and a half, the government Strong resistance and a one-day shutterdown strike was also faced during this. According to the latest media report, the Federal Board of Revenue (FBR) is preparing to bring a mini-budget to deal with the situation. Strict measures are proposed against defaulters, including freezing of accounts, ban on buying vehicles and properties and disconnection of electricity and gas connections, dividing non-filers into three categories.

Incomplete or incorrect return file. There will be a fine of Rs 10 lakh for doing so. Another important factor behind these government measures is to approve the loan request of 7 billion dollars given to the IMF. There is a tax deficit of more than 220 billion rupees and it is decided that if the target of the first quarter is not met, the IMF may demand additional taxes through the mini-budget. It should be clear that in this period of severe inflation. The government has already imposed an additional burden of income tax on government and private employees, which has badly affected the middle and lower classes. Among them, the number of people associated with the private sector is high, whose wages and salaries have not increased for the last 6 years. They are suffering badly in the mill of inflation. While bringing the money budget, it should be noted that the burden should not fall on these people in any form.
