One of
the main reasons why the constitutional and democratic traditions in the
country have not been stabilized so far is that the proceedings of our
parliamentary institutions are conducted on the basis of the arbitrariness of
the majority instead of principles. Instead of providing equal opportunities
for free debate in legislative matters and for both supporters and opponents to
present their point of view, the anti-democratic attitude of suppressing the
dissenting opinion on the bill of majority power has been prevalent in most of
the periods of our national history. While the opposition also generally adopts
an attitude based on aggressive protests, noise and attempts to obstruct the
government's actions instead of constructive criticism and useful consultation.
However, a few hours after the arrests of Tehreek-e-Insaf lawmakers from the
premises of the Parliament House yesterday, a very welcome development has come
out regarding the conduct of the proceedings of the Parliament according to
democratic principles.
Commenting
on the issuance of production orders for arrested members, the Speaker said
that PTI had not issued production orders for detained members during its

the assembly has been kept equal. In the 18-member special parliamentary
committee, Ishaq Dar, Khawaja Asif, Khurshid Shah, Khalid Maqbool Siddiqui,
Aminul Haq, Chaudhry Salik, Abdul Aleem Khan, besides Ijazul Haq, Khalid Magsi,
Sahibzada Hamid Raza, barrister. Gohar, Shahida Begum, Akhtar Mengal, Hameed
Hussain, Mahmood Khan Achakzai are also included. According to the
notification, the Parliamentary Affairs Minister will also be a member of the
committee. The establishment of this committee is certainly a key and very
promising development regarding the formation of a chartered parliament and
thus the promotion and development of a polite parliamentary culture in the
country.
However,
to make it fruitful and productive, not only the committee but all the members
of the elected houses as a whole have to adopt a democratic attitude, the basic
requirement of which is to respect the opposing point of view, listen to it
patiently and avoid personal attacks. The argument is to politely present the basis
of arguments. In the parliamentary committee also the members have to adopt the
same attitude only then the positive results of the development will come out,
otherwise, the same will happen with the chartered parliament, as it is often
not implemented despite the existence of the constitution and law.
Preparing a Mini-Budget Initiated
